A nice simple system that just allows you to upload your original file, choose a quality (i.e. normal) and then select either the maximum width or height that you want for the image on the webpage.
Web Resizer
http://www.webresizer.com/resizer/
Web resizer has a few more options, including crop, rotate, sharpen, quality and more.
I would suggest using Image Optimizer just because of it's simplicity. Alternatively check out the free RIOT software that we have previously recommended.
